What is energy efficiency and its importance?
Energy efficiency is the practice of using less energy to achieve the same level of performance, comfort, and convenience. It encompasses a range of strategies, from advanced technologies and smart design to behavioral changes and policy initiatives.
By optimizing energy use, we can reduce greenhouse gas emissions, lower energy bills, and decrease our reliance on non-renewable energy sources.
In Atlantic Canada, provinces are making strides in rolling out smart meters to enhance energy efficiency and provide consumers with better control over their energy usage.
- Nova Scotia Power’s rollout of smart meters across the province is nearly complete, aiming to have them installed in all homes and businesses by the end of 2024.
- Mass deployment of smart meters began in November of 2023, with a significant number of installations completed, and plans to have smart meters in place across the province by the end of calendar year 2025.
- Newfoundland Power has announced plans to start installing smart meters, with a target completion date around 2025.
- PEI has not yet started a full-scale rollout of smart meters, but the planning and budgeting is underway.
What is retrofitting?
When an energy-efficiency modification is done on a building, it is known as retrofitting. Retrofitting may involve improving or replacing lighting fixtures, ventilation systems, windows and doors, installing heat pumps, or adding insulation where it makes economic sense.
It also means including energy efficiency measures in all renovation and repair activities. An in-depth retrofit provides a chance to audit the building’s energy performance and can reduce a building’s operational costs, particularly if it is older.
The goal of this resource is to ensure all residents and businesses understand what retrofit programs and rebates are available through the four Atlantic provincial governments, as well as through the federal government.
Below you will find retrofit programs and rebates categorized by Residential, Commercial, Solar, and Electric Vehicle (EV), and subcategorized by the four Atlantic provinces and the federal government.
Please note that retrofit programs and rebates for apartment buildings (including landlords), businesses and industries are included under the Commercial category. Some programs in the Commercial category may also be open to municipalities and community groups.
Residential Retrofit Programs and Rebates
Clean Energy Financing offers low-interest financing and advice for upgrades including heat pumps, insulation and solar for certain municipalities.
Heating Assistance Rebate Program:
The Heating Assistance Rebate Program helps low-and moderate-income Nova Scotians with the cost of home heating. Rebates are $600 for each household.
- Eligibility:
- Applicant must pay for own home (residential) heat and meet one of the following criteria:
- Have a 2022 net income of $55,000 or less and live alone with no kids or dependents
- Have a combined 2022 net household income of $75,000 or less and live with kids, dependents or other adults
- Receive Income Assistance from the Department of Community Services
- Receive the Guaranteed Income Supplement (GIS) or the Allowance from Service Canada
- Applicant must pay for own home (residential) heat and meet one of the following criteria:
The Home Energy Assistance Top-up (HEAT) Fund applications are closed for the 2024 season. The Home Energy Assistance Top-up (HEAT) Fund supports Nova Scotians in need with home heating cost during the winter months. For over 20 years, this program has helped keep thousands of individuals and families across Nova Scotia warm during the winter.
- Eligibility:
- Applicant lives in Nova Scotia and are within the following low-income thresholds:
- $29,000 for one-person households,
- $47,703 for two to four person households, and
- $67,937 for households of five or more individuals.
- Applicant’s household has not received assistance from the HEAT Fund in the past 24 months.
- Applicant’s household is experiencing an emergency heating situation.
- Applicant lives in Nova Scotia and are within the following low-income thresholds:
Homeowners who schedule a Home Energy Assessment will get personalized advice on what upgrades will make their home more energy efficient. They can receive rebates to help cover the cost of upgrades such as heat pumps, windows, doors, insulation, and more. Eligible homeowners can receive rebates of up to $5,000.
Moderate income homeowners who qualify can get even more. They could receive up to an additional $10,000 in rebates, on top of the initial $5,000, making a total of up to $15,000 in rebates available.
Additionally, eligible moderate-income homeowners who heat their homes with oil could receive an extra $15,000 in rebates through the Oil to Heat Pump Affordability (OHPA) program. This rebate can be used to purchase and install an eligible whole-home heat pump system and associated eligible upgrades.
In total, eligible homeowners could receive up to $30,000 in rebates.
Free Energy Efficiency Products:
Homeowners and renters can receive free energy efficient products like LED lighting, smart thermostats, and hot water tank and pipe wraps installed in their homes at no cost.
Heating System Rebates are available for homeowners looking to install heat pumps, wood and pellet stoves, electrical thermal storage units, or solar thermal. Rebates on eligible heating systems range from $225 to $2,000 and applications are accepted up to 180 days after the installation date.
The HomeWarming Program is sponsored by the Province of Nova Scotia and administered in partnership with Efficiency Nova Scotia, to provide no-charge energy assessments and free home upgrades for income-qualified homeowners. Upgrades can include draft-proofing, insulation and other heating and cooling options.

Mi’kmaw Home Energy Efficiency Project:
The Mi’kmaw Home Energy Efficiency Project (MHEEP) offers no-cost upgrades to Nova Scotian band-owned homes and duplexes, and First Nation community members who own their own homes. Upgrades could include draft-proofing, insulation and ductless mini-split heat pumps.
Enhanced Energy Savings Program:
The Enhanced Energy Savings Program targets homes in need of energy efficiency upgrades, especially those needing insulation and air sealing, to reduce their energy use and costs.
- Eligibility:
- New Brunswick homeowners with an annual combined gross household income under $70,000
- Assessment Line 15000 for each adult (18+) living in the home.
- Applicant must own the home and live in it year round
- Applicants home must qualify for at least one of the energy efficiency upgrades offered.

First Nations Energy Savings Program:
The First Nations Energy Savings Program improves the overall energy efficiency of homes in First Nations communities, by offering a suite of upgrades such as improved insulation, air sealing, ventilation, and heating equipment. The upgrades will help make Indigenous homes safer and more comfortable for occupants, as well as lower energy bills and help the environment by reducing greenhouse gas emissions.
Total Home Energy Savings Program:
The Total Home Energy Savings Program provides financial incentives for homeowners to make energy efficiency upgrades, including insulation, space heating equipment, water heating equipment, air sealing, and additional upgrades like solar photovoltaic.
- Eligibility:
- Applicant must be the legal Property Owner to apply for the Total Home Energy Savings Program.
- Applicants home must be a residential property, no more than three stories high, smaller than 600 m² (6458 ft²)*. Single-family homes, detached, side-by-side, or row homes are eligible. Manufactured or Mobile homes are on a permanent foundation*.

The Navigator Service is a free service available to Total Home Energy Savings Program applicants, with a gross annual household income under $125,000, who want to consider financing their project with the Canada Greener Homes Interest Free Loan.
The Service helps participants navigate the program and guides them through the application process for securing up to $40,000 in interest-free financing to support their home’s efficiency enhancements.
Renter Energy Saving Kit Program:
The Renter Energy Savings Kit Program helps New Brunswickers who rent through the delivery of free energy efficiency kits, helping to reduce energy use and costs.
- Eligibility:
- Any New Brunswicker who rents their home. The residence can be an apartment, house, duplex, row house, townhouse or mobile home.
Each kit* includes the following easy-to-install products selected by our energy experts:
- LED lightbulbs and LED nightlight
- An electrical power bar
- Faucet aerators
- A water-efficient showerhead
- Installation Guide for the above products
- *Contents of kits may vary.
EfficiencyPEI offers grants for the installation of insulation, air sealing improvements as well as ENERGY STAR® windows and doors. Upgrades to the shell of a house protects it from the elements and can yield big savings on heating costs.

- Applicant must have an energy audit conducted by one of the following energy partners:
Point of Sale Heat Pump Rebates:
All PEI homeowners may be eligible for a $1200 point of sale rebate on eligible mini-split heat pumps for their homes. The $1200 rebate will automatically be removed from the total cost of your heat pump. You’ll pay the remaining cost of the heat pump to your contractor.
- Eligibility:
- Applicant must be installing a heat pump in a home you own.
- The home must be a single-family detached residence.
- The heat pump must be installed in a previously heated space.
- New construction is ineligible, so the home must have been inhabited for at least six months.
- The heat pump must be installed by a Network of Excellence contractor.
The Winter Warming Program provides free air sealing and other energy-efficient upgrades to a residence through our EfficiencyPEI partner service organization Summerhill Connect. Savings can vary from $250 to $650 per year in heating costs, depending on the amount of efficiency upgrades completed, the size and current condition of your home, and the type of heating system being used.
- Eligibility:
- Applicant is a resident of PEI with a total household income of $50,000 or less
- Applicant owns and live in the residence or pay the total heating costs if you rent
- The property is your primary residence or a year-round rental property
- Applicant hasn’t received help from Winter Warming in the last five years for this property
Energy Efficient Equipment Rebates:
EfficiencyPEI offers rebates for the installation of Northeast Energy Efficiency Partnerships Cold Climate Air-Source Heat Pump Specification (NEEP ccASHP) air source heat pumps, ENERGY STAR® certified heating equipment including geothermal heat pumps, water heating devices, biomass heating devices, and other energy saving products. An energy audit is not required to receive a residential energy efficient equipment rebate through EfficiencyPEI.
- Eligibility:
- Applicants must apply within a year of installation
- Applicants must own the property where the equipment was installed
- Equipment installed in new construction is not eligible. Buildings must be inhabited for more than six months.
- All heat pump services (heat pump supply, installation, electrical and refrigeration) must be provided by the same Network of Excellence contractor.
- An electrical certificate of compliance is required for all heat pump installations.
- Heating system upgrades must be installed in already heated spaces to be eligible for rebates.
Islanders with an annual household net income of $100,000 or less may be eligible for a free heat pump and electric water heater for their home, and those who heat with oil may be eligible for heat pumps systems and other benefits, based on household size with an income threshold of up to $129,000 for larger families.
Eligibility:
- Your home is an eligible property type and is at least 6 months old (e.g., detached, duplex/semi-detached, townhouse, condominium, or mobile home). Homes must be connected to the electrical grid to be eligible.
- You are the primary resident and owner of your home.
- Your household income is $100,000 or less.
Due to the great interest in the free home insulation program, the program has been temporarily closed to new applicants.
Eligibility:
- Your home is an eligible property type and is at least 6 months old (e.g., detached, duplex/semi-detached, townhouse, condominium, or mobile home). Homes must be connected to the electrical grid to be eligible.
- You are the primary resident and owner of your home.
- Your household income is $55,000 or less.
Free Electric Hot Water Heater Program:
Islanders with a low-income may be eligible for a free electric hot water heater for their homes. To be eligible, you must have an annual household income of $55,000 or less, you must own your home, it must be your principle residence, and the property must be valued at $300,000 or less (tax assessed value). Your water must currently be heated by fossil fuels (heating oil or propane) to be eligible.
Residential Home Heating Loan Program:
The Residential Home Heating Loan Program (RHHP) will provide PEI homeowners, who are approved applicants, with financing to upgrade the current heating system of their personal year-round residence to a cleaner, more efficient heat source while reducing their carbon footprint. The program will assist with the up-front costs associated with the purchase and installation.
Key information: 0% interest, repayable over 10 years, $30,000 maximum borrowing amount.
- Eligibility:
- Applicant is a Prince Edward Island resident
- Applicant(s) is/are the registered owner(s) of the property being upgraded and the property is the applicant’s primary year-round residence. Rental, seasonal and recreational properties are not eligible
- The RHHP is not available for projects involving new home construction or business.
Residential Rental Efficiency Rebates:
Long-term residential rental building owners are eligible for energy efficiency programs such as home insulation rebates, electric hot water heater rebates, and energy efficient equipment rebates. Winter warming help is also available for low-to-moderate income residents.
There are new and expanded rebates for long-term residential rental units such as apartment buildings and row houses.
- Increased rebate amounts for mini split air source heat pumps (ASHPs) from $1,200 to $2,000;
- Increased rebate on insulation for above grade walls from the current $25 per Square (100sqft) per r-value increase (SQ/R-value) to $65/SQ/R-value*; and
- New rebate of up to $2500 on electric hot water heaters.
Eligibility:
- each dwelling unit must be separate and self-contained (not a room rented out or “in-law suite”)
- the residential building must be three stories or less and have a footprint less than 600m2, and
- must be a long term rental (the tenant rents it for 12 months or longer). A copy of a rental agreement with tenants will be required with your application.
Energy Efficiency Loan Program:
The Energy Efficiency Loan Program (EELP) will provide financing for PEI’s homeowners who are approved applicants under either of efficiency PEI’s Energy Efficient Equipment Rebate and Home Insulation Rebate programs. Eligible applicants can apply to receive a repayable loan of up to $10,000, towards 100% of invoiced costs for eligible activities that have been pre-approved by EfficiencyPEI under their rebate programs.
Key information: 5% interest, repayable over 7 years, $10,000 maximum borrowing amount.
- Eligibility:
- Applicant is a Prince Edward Island resident
- Applicant is approved under one of EfficiencyPEI’s energy rebate programs
- Applicant is the registered owner(s) of the property being upgraded and the property is the applicant’s primary year-round residence; rental properties, seasonal and recreational properties are not eligible
- The EELP is not available for projects involving new home construction or business.
The Home Energy Savings Program is a provincial initiative designed to assist households with low income in making energy efficient retrofits to their homes. The program assists clients with retrofits that will make their homes more affordable and reduce greenhouse gas emissions that contribute to climate change.
- Eligibility:
- Homeowners with incomes of $32,500 or less per year.
- If you heat your home with electricity or oil, please provide proof of your annual consumption (can be obtained from your bills).
- Proof of homeownership must be provided with the application to the satisfaction of NLHC.
- Homeowner(s) must provide consent to allow NLHC to receive income information from Canada Revenue Agency. Incomplete applications will be returned.

Isolated Communities Energy Efficiency Program:
The objective of this program is to provide outreach, education and energy efficient products, along with energy efficiency and demand management opportunities to homes and businesses in the 41 remote diesel-system communities across Newfoundland and Labrador.
The program began with residential and commercial direct installations of small energy efficient technologies such as low-flow showerheads and aerators, LED lamps, compact fluorescent lamps (CFLs), smart power strips, and hot water tank and pipe insulation.
As the program matures and opportunities for the direct install of small technologies decrease, most of the work will switch to larger targeted residential and commercial energy efficiency and demand management programs.
The Canada Greener Homes Loan offers interest-free financing to help Canadians make their homes more energy efficient and comfortable. The loan can help you finance eligible retrofits that are recommended by an energy advisor and that have not yet been started.
- Loan Details:
- 10-year, interest-free financing to help Canadians make homes energy efficient and comfortable.
- Min $5,000, max: $40,000
- Loan type: unsecured personal loan on approved credit.
- Max of one loan per eligible property and homeowner
- Max eligible loan amount calculated based on retrofits selected in application and the quote for the work. Capped based on industry standards and market norms. Max loan amount could be less than quoted cost, so owner is responsible for covering the difference.
- When approved a portion of the loan (up to 15%) can be delivered up front to help pay deposits, balance of loan delivered after retrofits completed and verified through post-retrofit evaluation.
- Eligibility: All loan applicants
- Applicants must be a Canadian citizen, permanent resident, or non-permanent resident who is legally authorized to work in Canada
- Applicants must own the home and it must be your primary residence
- Applicants have a pre-retrofit evaluation and have not yet had a post-retrofit evaluation. Your pre-retrofit evaluation was completed on or after April 1, 2020
- Applicants have not started the retrofits for which you are seeking a loan
- Applicants have a good credit history
- Indigenous group applications:
- Applicants are eligible to register multiple homes
- Applicants must own the home(s) or have a formal partnership to represent the owners, but the homes do not need to be the owner’s primary residence
- Applicants home must be occupied by and Indigenous household
- Applicants must select at least one eligible retrofit for each property subject to the loan
The Canada Greener Homes Grants is not currently accepting new applicants. The closure of intake of new applications to the Canada Greener Homes Grant does not affect other Canada Greener Homes Initiatives, including the Oil to Heat Pump Affordability program, and the Canada Greener Homes Loan. Applications will continue to be accepted to these programs.
Community Efficiency Financing:
The Community Efficiency Financing is a $300 million initiative that helps municipalities deliver energy financing programs for low-rise residential properties. Its new funding and learning resources can help your municipality achieve the following:
- Create, launch and expand home-energy upgrade financing programs for low-rise residential energy projects.
- Generate triple-bottom-line benefits:
- Reduce GHG emissions, create energy savings and contribute to climate adaptation, water conservation and health and safety outcomes
- Accelerate energy cost savings, improve housing affordability and keep the local economy moving
- Increase home comfort, health and quality of life for residents

Oil to Heat Pump Affordability Program:
The Oil to Heat Pump Affordability (OHPA) program helps homeowners who are currently heating their homes with oil, transition to eligible heat pump systems. Making the switch can help you save thousands of dollars on your heating bills every year and help reduce greenhouse gas emissions.
New enhancements have been made to the program to make it easier to apply and more cost effective for low-to-median households throughout Canada to switch from oil heating to heat pumps.
- Eligibility:
- The low-to-median income eligibility level has been increased for each province to account for inflation
- Applicants only need to show proof of purchasing 500 litres of heating oil in the past 12 months (reduced from 1000 litres)
- A wider range of heat pumps are eligible, including air source and ground source heat pumps.
Capital Facilities and Maintenance Program (Indigenous Services Canada):
Indigenous Services Canada’s (ISC) Capital Facilities and Maintenance Program (CFMP) is the Government of Canada’s main vehicle to support community infrastructure for First Nations on reserves.
CFMP invests in the planning, design, construction, renovation, acquisition and operations and maintenance of community infrastructure that supports First Nations to build healthy, safe and prosperous communities and enables engagement in the economy. The program’s funding, more than $2 billion per year, is invested in 4 main areas:
- Housing
- Education facilities
- Water and wastewater systems
- Other community infrastructure such as cultural and recreational facilities, structural mitigation, community energy systems, etc.
Proposed projects are ranked using the following guidelines:
- Protection of health and safety and assets that need upgrading or replacement to meet appropriate standards
- Restoration, modernization, renovation or replacement to extend or restore the operating life of a facility or asset
- Growth, or anticipated community growth, that requires new housing, roads, schools and community buildings

Community Buildings Retrofit Initiative:
The Green Municipal Fund’s (GMF) Community Buildings Retrofit (CBR) initiative supports local governments and not-for-profit organizations in retrofitting community buildings to improve energy performance, lower operating and maintenance costs, and transition to cleaner energy solutions over time. CBR can help your municipality achieve the following:
- Improve energy performance and significantly reduce greenhouse gas emissions
- Create local jobs in your municipality and reduce operating costs
- Better building quality and greater community use
GMF offers support throughout the life cycle of a community building retrofit project through the following funding options:
- GHG Reduction Pathway Feasibility Study Grant
- GHG impact retrofit capital project
- GHG reduction pathway retrofit capital project
First Nation Infrastructure Fund:
The First Nation Infrastructure Fund (FNIF) helps First Nations communities upgrade and increase public infrastructure to improve the quality of life and the environment in First Nations communities.
The FNIF was created as a complementary source of funding to the Capital Facilities and Maintenance Program and includes categories of eligible infrastructure projects such as planning and skills development, structural mitigation, cultural and recreational facilities, energy systems, etc.
First Nations communities can apply through their First Nation Infrastructure Investment Plan.
The Greening Government Fund provides project funding to federal government departments and agencies to reduce greenhouse gas (GHG) emissions in their operations and promotes and shares innovative approaches to reducing GHGs.
Project funding comes from departments and agencies that generate more than 1 kilotonne of GHGs per year from air travel and from departments that are below this threshold and contribute voluntarily. Only departments and agencies that contribute to the fund are eligible to access it.
As of January 2024, the Greening Government Fund has approved more than $55 million in funding for projects that reduce GHGs in government operations.
Investing in Canada Infrastructure Program:
The Investing in Canada Infrastructure Program provides long-term, stable funding delivered by Infrastructure Canada to:
- Help communities reduce air and water pollution, provide clean water, increase resilience to climate change and create a clean-growth economy
- Build strong, dynamic and inclusive communities
- Ensure Canadian families have access to modern, reliable services that improve their quality of life
Infrastructure Canada tracks the status of projects using an application status tracker, which provides information about projects submitted for funding approval.
Commercial Retrofit Programs and Rebates
Efficiency NS Retrofit Program:
The Efficiency NS Retrofit Program offers technical and financial support to help businesses reduce electrical energy consumption and system peak demand. Retrofit measures include: heating ventilation, HVAC, motors and variable frequency drives, refrigeration, compressed air retrofits and leak management, and cogeneration.
- Eligibility:
- For commercial, institutional, non-profit and industrial facilities with a min annual electrical consumption of 350,000 kWh/yr.
- Financial incentive covers 100% of a feasibility study up to $15,000
- Implementation incentives of:
- Electrical energy savings: $0.15/kWh
- Utility peak demand savings: $250/kW

Efficiency NS Affordable Multifamily Housing Program:
The Affordable Multifamily Housing Program offers up 80% in rebates for property owners and managers of multi-unit residential rental properties looking to install space and water heating, and other energy efficiency upgrades like window and door replacements and insulation. Learn more here.
Efficiency NS Business Energy Rebate Program:
The Efficiency NS Business Energy Rebate Program offers rebates on energy efficiency products for eligible businesses through mail-in rebates and in-store rebates. Businesses can receive up to 50% in rebates on select lighting and commercial heating.
- Eligibility:
- Rebate applications can be submitted to Efficiency NS up to 90 days after purchase
- Larger projects where the customer will receive over $15,000 in incentives require pre-approval
- Pre-approval is required for IT and data center, water heating and solar measures
- Rebates available for retrofits or new construction projects
- Choose rebates or interest-free financing for up to 24 months.
- Facility must be located within Nova Scotia
Efficiency NS Free Energy Efficient Products:
Whether your business building is owned or rented by you, Efficiency NS offers free products and installation for eligible businesses, including LED lighting, hot water tank wraps and faucet aerators.
Efficiency NS Industrial Program:
The Efficiency NS Industrial Program offers incentives for eligible industrial customers who use a minimum of 15Gwh in electricity annually. Eligibility is determined on a case-by-case basis.
Efficiency NS Small Business Energy Solutions:
Efficiency NS offers free energy assessments, rebates for eligible small businesses to cover up to 80% of project cost for energy efficiency upgrades, and interest-free financing for electrically heated small businesses.
- Eligibility:
- Available to small businesses whose annual electrical energy consumption is less than 600,000 kWh (approx. $6,000/month in electricity costs).
- Pre-approval is required for all projects (incentives will not be paid out for products already purchased).
- Applicants are eligible to receive both rebates and interest-free on bill financing (up to 24 months).
- New construction projects are not eligible, retrofit projects only.
- Free energy assessments are available to eligible applicants (as determined by Efficiency NS)
- Facility must be located within Nova Scotia.
The Business Rebate Program offers financial support to help businesses offset the costs of energy efficient products at their facility. Not for profit organization are eligible for additional incentives and should reach out to NB Power for more information.
- Eligibility:
- Business must be classified under the Small Industrial, General Service 1, or General Service 2 Rate Schedule as per NB Power’s Rate Schedules and Policies. Agricultural buildings (including farms) and places of worship are also eligible.
- Non-NB Power customers are eligible to apply but must be in a similar rate schedule or customer class as listed above.
- Applicant must have authorization to approve installation of equipment at the Eligible Project Site.
- Must replace existing equipment, decrease energy use, and result in a reduction of greenhouse gas emissions.
- Applicants can receive up to 25% of eligible project costs up to $250,000 per eligible project site. Eligible customers include small businesses, agricultural buildings and places of worship. Projects must be approved before work begins to qualify.

NB Power’s Community Outreach Program:
Any non-profit or community organization in New Brunswick that works with disadvantaged populations can apply (e.g. people with lower incomes, seniors, single parent families, new immigrant families).
NB Power’s Non-Profit Housing Organizations:
Non-Profit Housing Organizations who are interested in participating in NB Power’s Energy Efficiency Programs may be eligible. There are a variety of Energy Efficiency Programs for single family dwellings and multi-unit residential buildings (MURBs) that may be of interest to your organization.
Commercial Buildings Retrofit Program:
The Commercial Building Retrofit Program offers financial incentives for commercial, institutional, multi-unit residential and municipally owned buildings for energy audits, feasibility studies, and upgrades both electric and not.
- Eligibility:
- Electricity Saving Measures: The incentive for projects reducing electricity is $60/GJ saved, up to a maximum of $250,000 per fiscal year.
- Non-electricity Saving Measures: 25% of the total cost of the project for implementation of energy efficiency measures that reduces non-electric fuels and GHG emissions. Incentives capped at $1 million per entity per fiscal year.

Industrial Energy Efficiency Program:
The Industrial Energy Efficiency Program is for industrial facility managers with advice and financial incentives for studies, projects, and energy management systems.
Applicants could receive 100% back on the cost of an energy audit, feasibility study, or service study after completing one or more recommended upgrade. Other incentives available for projects reducing electricity (50% of cost, incentive amounts vary by industry size.) and projects reducing GHG emissions (25% of costs, with a max of $1 million). Project incentives are available for process improvements, HVAC systems, refrigeration, building envelope, compressed air, energy intensity reduction, and fuel switching.

Business energy rebates support businesses, non-profits and institutional organizations, as well as industrial/agricultural facilities in choosing high-efficiency products through a mail in rebate program for common efficiency upgrades such as lighting and heat pumps.
- Eligibility:
- Any PEI business, community group, non-profit and institutional organization, or industrial/agricultural facility can apply for rebates on approved high-efficiency products and equipment in a non-residential building.
- Rebates are also available for equipment installed in tourism accommodations and short-term rental accommodations (defined as rented for less than one year at a time).
- Equipment installed in new construction is not eligible. Buildings must be inhabited for more than six months.
Community Energy Solutions may cover up to 50% of the total energy efficiency upgrade cost, up to $25,000. These incentives could help with energy savings projects like upgrades to heating systems, optimizing ventilation, thermostats and controls, and more.
- Eligibility:
- Buildings owned and operated by businesses, institutions, municipalities or non-profits may be eligible.
- Applicants will get a free energy audit by one of our approved energy auditors.
- If your organization has any special projects in mind, make sure you let your energy auditor know. Once your energy audit is complete, you will get a list of project recommendations along with estimated savings and cost. Most projects that reduce energy consumption will qualify.
- All projects must be approved before purchase or install, and you must have a signed agreement with EfficiencyPEI to begin.
Rental Property Heating Program Loan:
The Rental Property Heating Program (RPHP) will provide owners of an existing long-term residential rental property on Prince Edward Island, who are approved applicants, with financing to upgrade the current heating system of their residential rental property from fossil fuel to a cleaner, more efficient heat source while reducing their carbon footprint.
The program will assist with the up-front costs associated with the purchase and installation (including electrical service upgrades) of program eligible energy efficient equipment.
Key information: 0% interest< repayable over 10 years, debt servicing capacity for max borrowing .
- Eligibility:
- Registered owners of the existing long term residential rental property to be upgraded.
- The rental property must be located on Prince Edward Island and be available for occupancy year-round.
- The RPHP is not available for projects involving new home construction or business
- Applicant must be a permanent resident of Prince Edward Island. Permanent residents located outside of Prince Edward Island are excluded.
Community Revitalization Program – Rural Growth Initiative:
The Rural Growth Initiative (RGI) provides community organizations with the opportunity to fund initiatives that strengthen rural community life in PEI. Eligible organizations include:
- PEI incorporated non-profits
- Municipality
- Band Councils
- Development agencies
Eligible projects must demonstrate that they will increase the quality of life in rural PEI, whether in a particular community or region. Specific activities are eligible under each stream of funding:
- Community Revitalization– Infrastructure updates, expansions or capital costs which could include, but are not limited to:
- Building renovations to centers such as community halls, recreation centers, or municipal buildings.
- Energy efficiency updates (see Heat Pump Initiativewebpage for heat pump installations)
- Renovations to help an eligible center become a designated reception center in times of emergencies (see Reception Centre Resiliency Fundwebpage for more details).
- Community Capacity Building– Community or organization planning activities which could include, but are not limited to:
- Strategic plans
- Community infrastructure plans
- Regional economic development plans
- Diversity and inclusion initiatives
- Training and skills development
The Heat Pump Initiative helps community groups to purchase and install heat pumps in community spaces as part of the Government of PEI’s Net Zero Initiative. Eligible organizations may receive a one-time funding contribution of up to 100% of eligible costs up to a maximum of $20,000.
- Eligibility:
- Applicants must be able to demonstrate that they host community events, programming, or rentals during the winter months.
- For places of worship, this includes events that happen outside of regular worship services in the winter months.
- Examples of this could include a food bank, senior clubs, or events that are open to the general public.
The Business Efficiency Program could help you identify energy-efficient improvements to your business. Accepted applicants will get money back with rebates on upgrades to heating and cooling, refrigeration, lighting, and more.
Must meet eligibility requirements. Applicants could receive a rebate of $0.10/kWh in the first year with energy savings up to a maximum of $50,000. Demand savings may also qualify.

Isolated System Business Efficiency Program:
The Isolated Systems Business Efficiency Program targets Newfoundland and Labrador Hydro’s (Hydro) commercial customers in isolated systems, providing support and financial incentives for a wide range of energy saving projects. Incentives paid to the applicant could be up to 80% of eligible project costs.
Isolated Communities Energy Efficiency Program:
The objective of this program is to provide outreach, education and energy efficient products, along with energy efficiency and demand management opportunities to homes and businesses in the 41 remote diesel-system communities across Newfoundland and Labrador.
The program began with residential and commercial direct installations of small energy efficient technologies such as low-flow showerheads and aerators, LED lamps, compact fluorescent lamps (CFLs), smart power strips, and hot water tank and pipe insulation.
As the program matures and opportunities for the direct install of small technologies decrease, most of the work will switch to larger targeted residential and commercial energy efficiency and demand management programs.
Building Retrofits Initiative:
Building Retrofits Initiative (BRI), run by the Canada Infrastructure Bank (CIB), provides financing to reduce investment barriers and decarbonize buildings.
- Eligibility in the Public Sector:
- All levels of government, Indigenous communities, schools, hospitals, and universities
- All types of buildings and infrastructure, including administrative offices, courthouses, correctional facilities, hospitals, campus buildings, parking facilities, transit facilities, streets and highways lighting, etc.
- Eligibility in the Private Sector:
- Privately owned commercial, industrial, and multi-unit residential buildings
- Eligible assets including real estate investment trusts (REITs), investment trusts, retail chains, corporations, etc.
Canada Greener Affordable Housing Program:
This program provides forgivable and low-interest loans to help finance building retrofit measures and activities needed to meet climate goals. It also supplies contributions for pre-retrofit activities needed to plan, prepare and apply for retrofit funding.
- Pre-Retrofit and Retrofit Funding Eligibility:
- Applicants must have an affordable housing purpose and a proven mandate to provide housing to lower-income households or populations needed.
- Community housing providers such as non-profit housing organizations, public housing agencies and rental co-operatives
- Indigenous governments and organizations including First Nations, Tribal Councils and Indigenous housing providers
- Provincial, territorial and municipal governments
- Private market housing organizations are not eligible for this funding.

Green Industrial Facilities and Manufacturing Program:
The Green Industrial and Facilities Manufacturing Program (GIFMP) provides financial assistance to support the implementation of energy efficiency and energy management solutions designed to maximize energy performance, reduce greenhouse gas (GHG) emissions, and increase competitiveness for industry in Canada.
The Energy Efficiency Solutions program is currently closed, but the Industrial Facility program is open. Please visit both links for further information on funding and eligibility.
The Low Carbon Economy Fund (LCEF) supports projects that help reduce Canada’s greenhouse gas (GHG) emissions, generate clean growth, build resilient communities, and create good jobs for Canadians.

- Indigenous Leadership Fund
- Supports clean energy and energy efficiency projects led by First Nations, Inuit, and Métis governments, communities, and organizations

Capital Facilities and Maintenance Program (Indigenous Services Canada):
Indigenous Services Canada’s (ISC) Capital Facilities and Maintenance Program (CFMP) is the Government of Canada’s main vehicle to support community infrastructure for First Nations on reserves.
CFMP invests in the planning, design, construction, renovation, acquisition and operations and maintenance of community infrastructure that supports First Nations to build healthy, safe and prosperous communities and enables engagement in the economy. The program’s funding, more than $2 billion per year, is invested in 4 main areas:
- Housing
- Education facilities
- Water and wastewater systems
- Other community infrastructure such as cultural and recreational facilities, structural mitigation, community energy systems, etc.
Proposed projects are ranked using the following guidelines:
- Protection of health and safety and assets that need upgrading or replacement to meet appropriate standards
- Restoration, modernization, renovation or replacement to extend or restore the operating life of a facility or asset
- Growth, or anticipated community growth, that requires new housing, roads, schools and community buildings

Community Buildings Retrofit Initiative:
The Green Municipal Fund’s (GMF) Community Buildings Retrofit (CBR) initiative supports local governments and not-for-profit organizations in retrofitting community buildings to improve energy performance, lower operating and maintenance costs, and transition to cleaner energy solutions over time. CBR can help your municipality achieve the following:
- Improve energy performance and significantly reduce greenhouse gas emissions
- Create local jobs in your municipality and reduce operating costs
- Better building quality and greater community use
GMF offers support throughout the life cycle of a community building retrofit project through the following funding options:
- GHG Reduction Pathway Feasibility Study Grant
- GHG impact retrofit capital project
- GHG reduction pathway retrofit capital project
First Nation Infrastructure Fund:
The First Nation Infrastructure Fund (FNIF) helps First Nations communities upgrade and increase public infrastructure to improve the quality of life and the environment in First Nations communities.
The FNIF was created as a complementary source of funding to the Capital Facilities and Maintenance Program and includes categories of eligible infrastructure projects such as planning and skills development, structural mitigation, cultural and recreational facilities, energy systems, etc.
First Nations communities can apply through their First Nation Infrastructure Investment Plan.
The Greening Government Fund provides project funding to federal government departments and agencies to reduce greenhouse gas (GHG) emissions in their operations and promotes and shares innovative approaches to reducing GHGs.
Project funding comes from departments and agencies that generate more than 1 kilotonne of GHGs per year from air travel and from departments that are below this threshold and contribute voluntarily. Only departments and agencies that contribute to the fund are eligible to access it.
As of January 2024, the Greening Government Fund has approved more than $55 million in funding for projects that reduce GHGs in government operations.
Investing in Canada Infrastructure Program:
The Investing in Canada Infrastructure Program provides long-term, stable funding delivered by Infrastructure Canada to:
- Help communities reduce air and water pollution, provide clean water, increase resilience to climate change and create a clean-growth economy
- Build strong, dynamic and inclusive communities
- Ensure Canadian families have access to modern, reliable services that improve their quality of life
Infrastructure Canada tracks the status of projects using an application status tracker, which provides information about projects submitted for funding approval.
Solar Programs and Rebates
SolarHomes offers rebates to homeowners on approved solar PV systems up to 10kWh in size up to a max of $3000 for single family homes, First Nations Band-owned homes and Co-operative Housing.
Home Battery Pilot provides a rebate when pairing an eligible energy storage system with a solar PV system. Rebate is capped at $300/kWh of total battery storage or 40% of eligible system costs (whichever is lesser) up to a max of $2500.
Solar Electric Rebate Program:
The solar program makes solar power more affordable than ever before by providing financial incentive for Island homeowners, farms and businesses to install solar PV panels.
- Eligibility:
- A residential property, no more than three stories high, with a footprint smaller than 600 m² (6458 ft²), or commercial building with an operating business, or a farm building owned and operated year-round by a bona-fide farmer.
- A single-family home, detached, side-by-side, row house or apartment building.
- A manufactured or mobile home with have a permanent electrical utility connection.
- Residential: $1,000/kilowatt DC installed, up to 40% of installed costs, to a maximum of $10,000. To be eligible, the building must receive the residential rate on the electric bill.
- Commercial: $350/kilowatt DC installed, up to 40% of installed costs, to a maximum of $10,000. To be eligible, the building must receive the general service 1 rate or the small industrial rate on the electric bill.
- Farm Buildings: $1250/kilowatt DC, up to 40% of installed costs, to a maximum of $35,000. Must be a non-residential building owned and operated by a bona fide farmer.
Energy Efficiency Loan Program – Solar Photovoltaic Equipment:
The Energy Efficiency Loan Program for Solar Photovoltaic Equipment (EELP-SERP) will provide financing to qualifying Prince Edward Island home-owners, farms and businesses that are approved applicants under EfficiencyPEI’s Solar Electric Rebate Program.
This will assist with the up-front costs associated with the purchase and installation of Solar PV equipment that can lower energy bills for Islanders.
- Eligibility:
- Eligible homeowners will be Prince Edward Island residents, and the property on which the Solar PV equipment is being installed will be the home-owner’s principal residence.
- Eligible farm and business applicants will be operating on Prince Edward Island and be registered under the Province of Prince Edward Island’s Corporations Act.
- Eligible applicant(s) and activities will be pre-approved under EfficiencyPEI’s Solar Electric Rebate Program.
- Eligible applicant(s) will be the registered owner(s) of the property where the Solar PV equipment is being installed.
- The EELP-SERP is not available for projects involving new home or building construction.
Electric Vehicle (EV) Programs and Rebates
Electrify Nova Scotia Rebate Program:

Electrical Vehicle and Charger Rebates:
Applicants could qualify for rebates through both Plug-In NB (provincial) and the iZEV Program (federal). You can get up to $10,000 when these are combined. New and used battery electric and plug-in hybrid electric vehicles are eligible for rebates.
Residents or organizations that receive a vehicle rebate through the Plug-In NB Rebate Program are eligible to claim 50% of the cost before taxes and fees to purchase and install one new level 2 EV charger, up to a maximum of $750.
- Eligibility:
- Must be a new purchase
- Must be a level 2 (208-240V) home charging station
- Must be approved by an accredited Canadian certification body (cUL, ULC, cETL, CSA, CQPS)
- Must have network connectivity using open-source protocol
- Must be installed by a licensed electrician (NB Power reserves the right to ask for a copy of the electrical permit).
The Government of Prince Edward Island is offering one of the most generous electric vehicle (EV) incentive in Canada by providing $5,000 to Islanders who purchase a new or used EV. Government will also offer $2,500 to those who buy a plug-in hybrid from April 1, 2021 onwards.
Islanders who buy a new, fully electric vehicle may be eligible for up to $10,750 off the purchase price with the Federal Government incentive of $5,000 and the PEI Universal EV and Charging Incentive of $5,750 combined.
To qualify for support for electric vehicle charging stations, your organization must demonstrate the EV charger being installed:
- Is purchased new equipment certified for use in Canada (not leased);
- Meets technology requirements as described in the funding table and definitions section below;
- Is a permanent model (mounted or fixed) and situated on land the applicant owns or has approval to access;
- Complies with all applicable local codes and bylaws, i.e. zoning and parking;
- Targets general public use and installed in a parking space clearly identified for the purpose of charging electric vehicles; and
- Can be fully installed within six months of pre-approval.
PEI electric vehicle charger funding will support up to 75% of eligible costs for business, academic and community organizations in PEI to install commercial EV chargers in public parking areas, workplaces, light-duty vehicle fleet parking, and designated multi-unit residential buildings (MURBs).
Your organization must be a not-for-profit or for-profit entity incorporated in PEI. This includes but is not limited to: Indigenous First Nations and organizations, municipal governments or their departments or agencies, community organizations, electrical utilities, companies/businesses, industry associations, research associations, standards organizations, or academic institutions.
Zero-emission vehicle charging stations:
The availability of charging stations remains a concern for many Canadians when purchasing a zero-emission vehicle (ZEV). To address this barrier, the Government is providing funding for the continued expansion of the network of ZEV charging and refuelling stations where Canadians live, work and play. Funding is available for EV charging in:
- Multi-unit residential buildings
- Workplaces
- Public places
- On streets and commercial fleets
The current goal of the Zero Emission Vehicle Infrastructure Program is to support the deployment of 33,500 EV chargers and 10 hydrogen refuelling stations.
